ORA-31119: XDB configuration cannot be udpated on all instances is an Oracle Database Error Message of the ORA-31119 error number. This error message is also known as 1100 message. This indicates that all of the Oracle database instances have failed to update their XDB configuration.
Common Case:
ORA-31119 may occur when an administrator has used the Database Configuration Assistant (DBCA) to create an Oracle database. After the successful database creation, while connecting to the database the administrator might get an error ORA-31119 stating that XDB configuration cannot be updated on all instances. This error may appear due to a mismatch between the listener.ora and tnsnames.ora files.
Solution:
The solution to this issue is to check the listener.ora and tnsnames.ora files of the database. To avoid this error those two files should be the same in all instances. First the tnsnames.ora file must be opened and checked for the name of the database. Once the name of the database is found and ensure to include the listener name, connect identifier and address. All three details should be correct and updated, if not then update the details. Then open the listener.ora file and check for the same details. Those should all match with the details in tnsnames.ora file. Once it is ensured that all the details are correct and updated, save the files and restart the listener. Then connect to the database again and check if the issue is resolved. If it still persists, the issue may be related to privileges and so they need to be granted to the database instance.
